General wibble bit:

If anyone wants to talk to a lady from the Maidenhead/Windsor council (or
something like that) about motorcycle issues then please let me know.
Otherwise I'll take a half day off work to see her. She's been saying
very positive things to Clive but he can't make a meeting due to work.

I've created a document with some suggestions for Slough Council on where
to put the motorcycle parking that they have agreed to give us. I've
passed the document on to Clive who is the main contact with the council.
If anyone want's to see the document then drop me an e-mail and I'll send
it along. It's about 400Kb in size due to a few maps - you'll need
Microsoft Word or the free Microsoft Word viewer to view it.

IMPORTANT - we're thinking about moving pub to The Yew Tree on the Farnham
road - about 2 miles north of "The Pump" where Windsor MAG used to meet
years ago. A ride out will take place on Tuesday 1st February where we'll
take a vote. We're moving because we think it will be a nicer meeting
place - who want's to go to Chalvey? Also, it has a garden and camping is
available for any events we hold. In the summer this could be a nice
meeting place for bikers in general. The bar is very small but there is a
function room where we will hold meetings in the Winter which can easily
hold 50 people. In the summer the meeting can be in the garden.

Please come along and have your say.

Following the scoop in December, I've been sent a column from the national
press reporting the same thing: the SP30 is going up:

revealed yesterday. Fixed penalty tickets will go up from £40 to £60. Home
Office ministers need the extra cash to fund a new generation of digital
road cameras - which will collar up to four times as many motorists. But
the increase was condemned by Tory transport supremo John Redwood. He said
'It proves the government is out to clobber motorists.'
More than 3400 people die on Britain's roads each year, a third of them
caused by speeding drivers."

Yet again, then, the national press make a seemingly good report, marred

WE HAVE MOVED MEETING LOCATION.

We will now meet at The Yew Tree on the A355. We had a meeting last night
to discuss problems with the current meeting place and decided to move to
The Yew Tree. Still Tuesdays though.

The meeting went very well. A troop of around 8 X-regulars, who have
hardly been seen since we moved to the Flags, turned up to say that they
might start coming to meetings if they were not held in Chalvey. We
signed up three people with MAG membership on the strength of the move.
Seems that it wasn't just me that was unhappy with the Flags for various
reasons. The final nail in the coffin was the HA turning up on our
meeting night every week. Most of us have nothing against the HA, they
were well behaved and caused no trouble. But it's a MAG meeting, not a HA
meeting and some people could be put off.

At around the same time as the HA were using the Flags as a meeting place,
the area where we held the meeting was taken over by some drunk locals so
we were not feeling at home there. The meeting area has gradually shrunk
due to a stage for bands being built in the old seating area and the
addition of a dance floor left us with about two tables - that happened
over the last year. Numbers seemed to be dropping down to about 10 people
for the last few weeks which is about a third of the number we might
usually get, even in the winter.

The only reason we didn't stay at The Three Tuns when The Flags closed
down for about a month (and the landlord at the time, Paul, returned
later claiming he'd just been on holiday!) was because "The Flags may be a
dump but it's our dump." (that comment seemed to swing the vote!).
Anyway, it was no longer our "dump" so we had to move.

We also discussed the proximity of Wycombe MAG and the fact that they now
meet on a Tuesday. We discussed moving our meeting day to avoid the clash
but decided that Tuesday was a convenient day to meet and that exchange
visits could be arranged on the spur of the moment.

There are problems with the Yew Tree, the main one people don't like is
the distance from Windsor. The meeting room may not be as welcoming to
new members as a normal pub atmosphere but we hope to get new members in
the summer when we'll meet in the garden. There may not be room to hold
our Christmas party but there is no harm in holding that in another pub.
On the other hand, it's a nice ride out to a country pub with a garden and
good food and the Landlord (Alan) is very friendly. We'll see how it goes.

There will be one last visit to The Flags next week to present Rich (the
landlord) with a tankard to say thanks and then we'll scamper off to The
Yew Tree at 9 ish.

Other News -

Clive (Thames valley rep) kindly came to the meeting last night and told
us he'd recieved a very positive letter from Slough council saying that
they had passed on our suggestions to the department that will actually
construct the parking areas. It has taken us over a year to get this far,
lets hope they don't take too long building them.

Sarah and I are going to meet with a representative from
Windsor/Maidenhead council to discuss the requirements of motorcyclists.
We'll talk about motorcycle parking and traffic light sensitivity issues.
Any other issues people want raised?

Just as short one. Brian Sewell has written a piece in this evening's
London Evening Standard bemoaning Labour's retreat from eco friendly
transport solutions and identifying smaller and more fuel efficient cars
as offering some hope. No mention of motorcycles.

A very short letter reminding readers that the motorcycle option is there.

I've mentioned that many people are already climbing on board and the
parking bays are over-filling.

Just a quick note to remind people that it's the Fred Hill run on
Saturday. I don't think anything has been organized for a meeting before
the main one at the services. Could someone give Sarah a prod on Tuesday
night to sort something out - I won't be here, in fact, I've just checked
my flight details and I'll be arriving at Gatwick at 11.15am. Bastard.
Maybe I'll make it to Oxford even if I miss the run.

Recent events:

Major cock-up regarding the planning of the Poker Run. It clashes with La
Licorne bike rally which we thought was on a week earlier. The latest
plan is for the 27th of May.

We're also having problems with a date for the Wolf Bike Show which does
not clash with anything. Speaking to Jo (the organiser) today, it looks
like we might have to clash with something like the Ogri Rally. It's all
up in the air at the moment though.

A member of Wycombe MAG had a fatal motorcycle accident recently. The
parents have asked for as many motorcycles as possible to join the
procession so a few of us will be going to that. We had a collection for
a wreath too.

Apparently Milton Keynes is about to start trialing a 50mph limit on two
of the main dual carriage ways through the city, with the idea of applying
the limit to the whole grid.


For those of you who don't know MK, it is made up of a grid of NSL dual
and single carriage ways. Peds and cycles are encourage to keep well clear
by an extensive set of 'redways' which include under/over passes across
the grid roads. All the estates are within the squares of the grids and
are all 30mph, many with speed humps, and other standard traffic calming
bits.



So why are MK going to drop the speed limit on roads that have no peds,
cycles, bends (apart from roundabouts) or parked cars anywhere on them?
Apparently, because they will get more money from the Government (Dept
Transport?) for the maintenance of roads with a 50mph limit than they
currently do for the NSL roads.



Watch out for more money making incentives to reduce speed limits coming
to a town near you soon. :(

Anti-lock braking systems (ABS)

8.25 Anti-lock braking improves stability and makes it possible for riders
to use full braking power more safely. ABS is not as widely available on
bikes as on cars because of the cost, but this is changing. Two
manufacturers are now offering small motorcycles with optional ABS and a
third will shortly follow suit. The Government would like to see ABS
become standard fitment on all bikes.



8.26 There has been a lot of research into secondary safety features which
would reduce the severity of injuries in a crash. DETR believes leg
protectors and air bags are sensible, worthwhile measures, although the
proposals are not universally popular with riders.

Tories talk sense in speed debate shocker:

On radio 5 this morning, there was some Lord or other, who was talking
about labour's new speed policy, and he was actually talking a bit of
sense. The woman interviewer was doing the hysterical 'killing children'
bit, all speed limits must be lowered etc, and the Lord's reply was
basically "Lowering speed limits on it's own is pointless, speed limits
are largely ignored, in favour of what the individual driver deems to be
safe, we must target the unsafe drivers who continue to speed whatever the
conditions, and educate drivers as to what is safe and where (didn'y say
how all this was to be achieved)". Hysterical woman interviewer then went
on about how we have the 2nd worst road safety record in Europe (wrong)
and how we kill more children on the roads than anyone else in Europe
(wrong) Lord Wossname picked up on this and said we have nearly the best
road safety record in Europe, second only to Sweden, our record starts to
get poor when you look at pedestrians injured. He went on to say that this
largely because of the way our roads are constructed in such a small
overpopulated island, and also hinted at irresponsible attitudes by many
parents, pointing out our high record of teenage pregnancies, illiterate
school leavers and so on, when compared to many continental countries,
which played a large part in the high rate of child ped accidents,
unsupervised nippers playing near main roads etc.

Ian Mutch (MAG Streetbiker editor) was on "About Westminster" the other
week. It was a pretty decent slot about the advantages of motorcycles in
London. I've got it on tape (or at least I will have when Sarah gives it
back to me!) so if anyone wants it just ask.

Parking - there's actually some motorcycle parking in Slough now. It's in
the Observatory car park which is privately owned. You go up the ramp and
there's a barrier which is half size so motorcyclists can get through
without a ticket. Go through that and on your right there's a pretty big
area for motorcycles. There isn't anywhere to fasten your chain to and
you'll get stuck in traffic getting in and out but it's better than
nothing. And you'll be slightly dryer if it's raining!

Langley is about to have pay and display in it's main car park and I
notice there's a sign directing motorcyclists to secure parking. They
have not installed the secure parking (or the pay and display machines) so
it'll be interesting to see what they provide. I'd like to think it's
Windsor MAG's contact with Slough council which has prompted them to
provide secure motorcycle parking in this case. They have been pretty
positive about our suggestions for the center of Slough.

Recently, a motorcycle news group (like a discussion group on the
internet) called uk.rec.motorcycles played a prank on Motorcycle News.
People in the group had noticed that some news items in MCN appeared to be
based on discussions in the news group so they posted a fictitious bit of
information about Honda. A few other people made some comments to make it
sound more realistic. A few weeks MCN produced a news item based on the
posting! Some other magazines have been informed and I'm told that a
junior journalist from MCN is ringing round the mags asking if they're
going to publish the story. So far the answers have been along the lines
of "of course!".

Here's the posting made on uk.rec.motorcycles -

17th March

From the Japanese newspaper Asahi Shimbun (a large daily, apparently),
translated and forwarded to me by a mate in Japan.

Honda has invested heavily in supercharger technology and is poised to
launch a range of supercharged (not turbocharged, note) cars and *bikes*.
No info yet about the cars, but the bikes will be a new range of in-line
vee-twins, in capacities of 1000cc, 750cc and 500cc.

Now this is *doubly* interesting because a geezer I know who works for a
large company which makes, amongst other things, superchargers, has just
returned from a long trip to Japan. So I had a chat with him.
And, yes, his company has been involved in a technology exchange with
Honda and has been instrumental in helping develop the bikes.

Apparently the 1-litre machine is adapted from the new RC51, with new much
slimmer (aerodynamic) styling. Honda's aiming for a top speed of 185mph
(and isn't *that* an interesting target, given the talk about speed
limiters set at 186?) from it.

The 750 and 500 are both relatives of the Storm in that they're DOHC and
watercooled, but they're completely different bikes - not sleeved down
from the Storm. The 750 will top 170mph and the 500 will do 160.
Apparently the 500 is even smaller than the CBR400.

Testing has been going on at Honda's track (dunno where that is) and the
bikes will be launched at the end of the year, for the 2001 season. Why
superchargers? Because they're coming back onto cars, apparently (Jag,
Merc), and because they have a performance 'image', and because they offer
better power delivery than a turbo. And why vee-twins? Because the blower
fits so neatly in the vee.

Roll on 2001.

The firm is looking at building a range of superchargved V-twin sport
bikes with 500cc, 750cc and 1000cc engines.
The range-topping 1000cc machine will be derived from the VTR1000 SP-1,
but power should be up from 135bhp to over 160bhp.
The 750cc and 500cc engines would be new, although they will be designed
along the same lines as the SP-1;s four-valves-per-cylinder, double
overhead cam unit.
Superchargers are simply mechanicall-driven air pumps which force
high-pressure air into the cylinders.
V-twins have been chosen because the supercharger can sit in the V of the
cylinders, so the overall size of the engines should be no bigger than a
non-supercharged version.
MCN's source claims the bikes are already undergoing tests at
Honda's Twin-Ring Motegi track and will be launched at the end of this
year, for production in 2001.
However, the development of the technology used in the bikes could delay
them until the following year."

Important new research suggests that bus lanes hinder traffic flow rather
than help it.

Andrew Baxter reports BUS lanes cause delays for motorists and
fare-paying passengers alike, according to new government-sponsored
research. A report by the influential Transport Research Laboratory
suggests that reserving road space for public transport backfires by
creating greater gridlock that traps buses as well as cars. And priority
routes that are an increasingly common sight in town and city centres do
little to reduce traffic volume - despite the promise of quicker, more
reliable services and a cut in congestion and pollution from exhaust
emissions.


The AA and RAC have welcomed the report, saying that it lifted the lid on
a traffic management tool often employed to punish private motorists,
while councils secretly admit longer queues are part of a carrot and stick
approach to persuade drivers to leave cars at home. Paul Watters, head of
the AA's transport policy unit, says: "This report spills the beans on bus
lanes. They often cause horrendous queues and create miles of sterile
lanes that hardly ever see a bus from one hour to the next." TRL's
research - commissioned by the Bus and Taxi Division of John Prescott's
Department of the Environment, Transport and the Regions - focused on
Brighton and Aberdeen and compared the impact of bus lanes with those in
Birmingham, Bristol, Cambridge, Leicester, London, Manchester,
Middlesbrough and Sheffield. The scheme in Brighton, it says, "failed to
achieve its principal objective of making bus services quicker and more
reliable" and does nothing to relieve "substantial delays to buses and
other traffic". In Aberdeen, the lanes are "counterproductive" on one
busy stretch and have "negligible impact on traffic flows" because there
is "little evidence" that the scheme persuades drivers to use public
transport. Elsewhere, the Birmingham scheme "exacerbated the bunching of
buses" and "adherence to an unchanged timetable neutralised the impact of
bus lanes on journey times". Buses in Sheffield took even longer to
arrive at their destination, time savings in Leicester were only achieved
at "high cost to other traffic" and were so small in Middlesbrough - about
30 seconds faster in the morning rush hour - that passengers failed to
notice a difference. Senior researcher Richard Balcombe, joint author of
the report, points out that schemes were often poorly planned by highways
authorities that failed to monitor their ill-effects or fine tune them in
an attempt to uncork bottlenecks. He says: "You often find buses sailing
past queues of cars that wouldn't be there if it wasn't for the bus
priority scheme. It is not that the buses are going faster - it is the
cars that are going slower. There's a lot more to it than painting a white
line and putting up bus lane signs. Even if you do speed up buses, you
hardly ever make them an attractive alternative to the car." The report
concludes that many schemes fail because vehicles approaching the start of
a bus lane get caught in a tailback as traffic is funnelled into fewer
lanes - much like the effect of closing a lane on a busy motorway.
Priority routes become even more clogged if motorists are tempted to use
rat runs and block junctions when rejoining it further ahead. The report
claims: "Bus priority schemes alone do not seem to loosen people's
attachment to the car. Park and ride schemes have perhaps more success,
but certainly not enough to reduce congestion." The report has stoked the
simmering bus lane controversy that intensified when Mr Prescott opened
the first one on a motorway, a three-mile stretch of the M4 near London's
Heathrow Airport, in June 1999. Shortly afterwards, a car taking Tony
Blair to London drove along it after getting caught in a hold-up and a
coach company using it on a route between Reading and London scrapped
services in March this year due to lack of demand. Edmund King, executive
director of the RAC Foundation, thinks bus lanes are often underused and
there are rarely sufficient seats for passengers during the rush hour.
"You can have as many bus lanes as you like but you can't expect people to
abandon cars if buses are always full," he says. "Twenty-four hour bus
lanes are an absolute nonsense. They are hardly ever used outside peak
periods, but unfortunately there is a trend to extend the hours they
operate." The DETR admits bus lanes are not a panacea, but insists they
are an essential element of an integrated local transport plan that
includes more efficient bus services. A departmental spokesman said:
"Major bus priority schemes won't solve the problem overnight. They won't
necessarily work in isolation and might have mixed effects - some are
successful and some are not so successful. Tackling congestion requires a
comprehensive integrated transport strategy with schemes working together
to complement each other." But the prospect of fleets of fast, reliable
buses fails to convince many drivers. The AA's Paul Watters says: "The M4
bus lane was installed in the hope that private bus companies would run
new services. That is often the motivation of many local authorities, but
in practice they rarely materialise. The reality is that authorities often
use bus routes simply as a punishment to other road users."

I have seen the future - and it has two wheels By Tom Utley


I HAVE discovered the complete answer to traffic congestion and most of
the other frustrations of urban life. It has been staring me in the face,
or rather buzzing around my ears, for so long that I am amazed that I did
not think of it before - amazed, too, that so very few others seem to have
thought of it. Year after year I have been stuck in traffic jams, banging
the steering wheel in impotent rage as, just when the lights have turned
green, a huge juggernaut has appeared from right or left to block my way
across the crossroads. I have sat in taxis, clenching and unclenching my
fists as I watched the the meter clicking up, 20p by 20p, taking me ever
closer to bankruptcy but not an inch along the road to my destination. I
have paced up and down railway platforms, dragging furiously on cigarette
after cigarette, listening to triumphant explanations of why my train has
been delayed or cancelled. I have stood in stationary Tube trains,
sardine-packed with my fellow passengers, sickened by the stench of Big
Macs and other people's armpits. But all that suffering is behind me now.
As I mentioned last week, I have acquired a motor scooter. What I failed
to mention was that it has transformed my life, and almost entirely for
the better. At the age of 46, I have at last discovered the secret of
freedom - and, as a service to my readers, I am determined to let them in
on it. Until I bought my 50cc scooter a couple of months ago, on the
recommendation of a colleague, I looked at all motorcyclists through a
driver's eyes. I saw them as a curse - aggressive, unpleasant people who
appeared from nowhere, weaving in and out of the traffic and terrifying
the wits out of all other road-users. I reserved special contempt for
scooter riders, who seemed to me to share all the vices of the big-bikers
while having none of their street-cred. If I had been asked to pick a word
to describe them, I would have been torn between "idiots" and "nerds".
Two months on, however, I realise that we scooter riders are the wisest
motorists in town. The idiots and the nerds are the businessmen stuck,
cursing, in their BMWs and Mercs, as we weave and zip past them to the
front of the queue. Why don't they realise that, if they want to be at
that meeting on time, or at home for the early evening news, they should
give up the false comforts of their gas-guzzlers and take to two wheels?
Why on earth, come to that, has it taken me all these years to cotton on
to the only endurable means of transport in urban Britain? I suppose that
one reason why it did not occur to me to buy a scooter until my colleague
suggested it was that I was worried about my dignity. Let's face it, there
is something distinctly undignified about a 46-year-old office worker
tootling around on a machine designed with teenagers in mind. The outfit
is undignified, too - the crash helmet, the padded anorak and the plastic
trousers that I have to wear over my suit. Safety, of course, was another
consideration. When I told the motoring editor of this newspaper that I
was thinking of buying a scooter, he informed me that there were only two
sorts of motorcyclist - "those who have fallen off and those who are going
to fall off". (Since the weekend before last, I have belonged to the
former category.) Another colleague was scarcely more encouraging when he
told me that, in the medical profession, motorcyclists are known as
"donors". There is no getting away from the fact that all motorcycles,
big and small, are extremely dangerous. According to the latest available
figures, 498 motorcyclists and their passengers were killed in Britain in
1998, and nearly 25,000 were injured. This is many fewer than the average
of 989 killed per year between 1981 and 1985, and 65,000 injured. But it
is still alarmingly high, considering that there were only 684,000
motorcycles, mopeds and scooters on the roads. In 1998, only 1,700 car
drivers and their passengers were killed - and yet there were 23,293,000
registered cars on the roads. In my brief experience on two wheels, I
have already discovered that it is not motorcyclists, but car and lorry
drivers who are the real menace to road safety. The first lesson that I
learnt when I ventured out on my scooter was that absolutely everybody on
the roads was out to kill me. Something strange in the car driver's psyche
tells him that, since bikes are less bulky than other cars, they should be
treated with less caution. Very often, car drivers simply do not see
motorcycles, because their concentration wanders. But if a motorcyclist's
concentration fails for so much as a second or two, he is very likely to
be killed or seriously injured. We two-wheelers are therefore the most
alert motorists on the road. But clearly those businessmen stuck in their
traffic jams are a great deal safer on four wheels than we are on two.
But look at what they are missing. In a car or on bad days for public
transport - and there were a great many of them - it often took me an hour
and a half to get to work. Now it takes me just under 30 minutes. And the
great thing is that these are 30 minutes of my own choosing, starting
whenever I like, not when Connex South Central deigns to lay on a train.
Scooters are extraordinarily fuel-efficient, too. It costs me £58 to fill
up my family car, under Gordon Brown's pernicious tax regime. It costs
only £2.70 to fill my scooter, and it buzzes along happily at 45mph at 100
miles per gallon. Above all, scootering is fun. The new administration in
London speaks of introducing congestion charges to reduce the traffic in
the capital. It would be much better advised to encourage as many
motorists as possible to give up their four wheels for two - say, by
opening up bus lanes to two-wheelers. I am clearly not alone in
discovering that scooters are the best answer to congestion. Figures
published this month by the Motor Cycle Industry Association show that
scooter sales have increased by 50 per cent since last April. We scooter
riders represent the future of urban transport. Join us. I dare you. And
start now, while the sun is shining.

Bike Parking in Slough.

We had a letter from the council, well actually it was from "Mike Jones,
Principle Engineer of The Babtie Group". The footer of the letter says-

Babtie Group acts as transportation and planning consultant on behalf of
Slough Borough Council.

The letter has some good news and some bad news. They are going to
consult with the police by the end of this month with a list of proposed
sites. Then the necessary "Traffic Regulation Order can then be prepared
and advertised, so that the parking places can be legally introduced and
enforced." They're going to get in touch with the final details so we can
comment before finalisation.

The bad news is that they are not secure parking spaces. i.e. There will
be nothing to tie your bike to.

So we'll be getting in touch to find out what happened to that part of the
deal soon but at least things are moving through the system.

1/8 - A policeman in Italy has shot a youth dead for riding his scooter
without a helmet. Italy was the last country in Europe to introduce a
helmet law and since March police have had problems implementing the law
amongst the 9 million scooterists and motorcyclists as the fashion
conscious Italian youth just refuse to wear them. Seventeen year old Mario
Castellano had been ticketed repeatedly as he hated his gelled hair being
crushed and ran a police check point for helmets in Naples where police
officer Tommaso Leone shot him causing riots and even more youths to stop
wearing helmets. Leone is in a military prison being held without bail on
suspicion of homicide and Italy's Interior Minister said the shooting was
unjustifiable.

Big queues everywhere now as a rumour has been spread about tanker drivers
going on strike.

Remark sparks panic buying of fuel

Motorists have started panic-buying petrol again in south Wales and the
South West of England after an "off the cuff remark" sparked false rumours
that tanker drivers are to go on strike.

Huge queues have already built up at petrol stations all over south Wales
and in Bristol, and traffic chaos has hit Cardiff as the rumour spread
like wildfire.

South Wales Police say an "off the cuff remark" made on a popular local
radio station in south Wales sparked the dash for fuel. It falsely
suggested tanker drivers were planning to strike.

But the rumour spread, with panic buying starting on Monday night and
carrying on this morning.

"There are big queues in Cardiff, even though there is no blockade or
strike. It's crazy," one local told Ananova. "People are panic buying and
no one knows why."

A police spokesman told Ananova: "There are traffic problems in our area
as a result of what we understand to be off the cuff remarks made on a
radio station.

"From that we have had panic buying and traffic problems affecting all
parts of the force area. It started initially last night and resumed again
this morning.

"There is no industrial action at all in our area and no indication from
anybody that there will be fuel shortages. We appeal to drivers not to
panic buy."

Spokesmen for both the Elf refinery at Milford Haven and Texaco in
Pembrokshire say they are working normally.

Both refineries say they have been swamped by calls from by panicked
motorists and news organisations asking about the "strike."

Fox To Make Film Based On Barger's Hell's Angels Book
Los Angeles, CA - (MCNW) Fox 2000 has purchased the feature film rights to
Ralph "Sonny" Barger's autobiography,"Hell's Angel: The Life and Times of
Sonny Barger and the Hell's Angels Motorcycle Club." Tony Scott will
direct and produce. Anthony Zuiker is set to write the adaptation.
This project is the first feature film to receive the endorsement of the
Hells Angels, and allows the studio to use the Hell's Angels Motorcycle
Club trademark and to depict the club in the movie.
Director Tony Scott is a motorcycle enthusiast and owns five bikes.
No information regarding casting was available at this time.

bikes? Chris Devoto of Minnesota was told in a local bar to remove his
leather jacket if he wished to be served or leave and Chris being a member
of the US riders rights organisation ABATE reminded the bouncer of the new
Minnesota Equal Access Law. The bar said 'sue us' so Chris did and was
awarded $720.

Murder suspect caught after dog finds severed penis

A suspected killer who allegedly cut up and ate part of his victim was
caught because the man's severed penis dropped out of a wheelie bin on to
the floor where it was found by a neighbour's dog.

The 26-year-old man named in court as Daniel W had taken the leftovers of
his meal to the wheelie bin - but did not notice he had dropped the penis.

The neighbour alerted police when he saw the dog sniffing the
blood-stained organ and detectives launched a search to try and find the
rest of the body.

Daniel W told the judge in Frankenthal, Germany, that his victim had been
his former housemate but gave no reason for the killing.

He said: "Willibald sat on the sofa. I hit him on the back of the neck
with a cleaver and then cut his throat. I then cut off his penis, then his
arm. I tasted his flesh and his blood."

Two days later the suspect claims he put the 39-year-old's body in a
wheelie bin and rolled it to a quarry where he cut it into even smaller
pieces and dumped it.

But he failed to notice that the victim's severed penis had fallen on to
his pathway and was found by the man walking his dog.

Court psychiatrists are now being brought in to see whether Daniel W is
fit to stand trial.

The judge heard that while in custody he had started drinking his own
blood - cutting open his arm and letting it drip into a glass.

MOTORCYCLE SALES SOAR AS FUEL PRICES RISE

As current fuel prices continue to rise latest new registration figures
from the Motor Cycle Industry Association (MCI) show that motorcycle sales
are still growing as motorcycles and scooters are increasingly recognised
as the viable transport alternative. Consumers came out in force during
the last ten sunny days of August heralding a massive surge in motorcycle
and moped sales of more than 160 percent before the new X registration
came out this month (September).

SECURE PARKING INSTALLED IN ISLINGTON
As a direct result of lobbying work done by Northish Group MAG members
during the past four years London afternoon news has just shown coverage
of Islington Council installing anchor points in their motorbike bays.
These are floor level devices with a loop that U pull to raise the main
post which has hole for chain!

If this proves effective in reducing motorbike theft, we are reliably
informed that other boroughs will consider installing secure points.

A plague of head lice among schoolchildren in Sofia is being tackled by
Bulgarian education authorities after youngsters started infecting
themselves to get time off school.

The craze caught on after the kids found they could automatically get
three days off school if they were found to have head lice - and then
started buying and selling them to each other in matchboxes.

Local regulations mean the kids have to stay home so they can be treated
and do not not infect others.

A Bulgarian education spokesman told the Daily Trud newspaper: "This
regulation, that was aimed at stopping head lice spreading, appears to
have worked against us, especially now when there are a lot of exams."

We are having a vote to decide on our meeting place.

Location : The Yew Tree meeting room.
Time : Tuesday 10th of October.
Arrive at 9pm for a 9.30pm start

The reason for the vote is that a lot of old members of Windsor MAG have
not been coming down to the meetings. Meeting attendance has dropped from
around 25 people to around the 8 mark (including the two reps).

We could have a vote to move to a 3rd pub but I feel that this could split
the group three ways rather than the inevitable two ways that we are going
to get after this vote (as some people do not want to go to The Flags and
some do not want to go to The Yew Tree).

At Alluns (current Landlord and MAG member) suggestion and with the
agreement of the few MAG members I had chance to speak to, the vote will
be only for MAG members. I will have temporary membership cards so if you
want to renew your membership then please bring your cheque book or cash
and arrive early and we will sign you up on the day.

We are using The Yew Tree's meeting room as it is a good place for private
meetings although the presence of Allun will mean that opinions will not
be expressed as freely as normal. As the current Landlord will be there,
the vote will be done by ballot (unless someone tells me this can't be
done for some reason!). I believe this will allow people to vote more
freely. I'll check up on any recommended procedure for this.

Sorry about the short notice but this has been brewing for months and I
want it out of the way!

Please contact anyone who you think are not on the e-mail system who have
recently attended our meetings on a regular basis. It was annonced at
last nights meeting but there was only about 10 people there.

Parking in Slough -

The engineer implementing the parking phoned to keep us informed and see
what our opinion was. They have four locations that they are going to
suggest to the council spread evenly up the High Street. The security
device will be some sort of chain that is fastened to the floor - the
motorcyclist will just have to loop their padlock into the chain to secure
their bike. The particular model was reviewed in the January issue of
"Bike" or "Ride" - I can find out the details if anyone is interested.

of The Yew Tree.

It has never been formally announced that Sarah resigned as rep about four
weeks ago. She has done the speaking at our meetings for almost two years
but has resigned for personal reasons although she'd like to remain active
in the group. We will be looking for a new person to do the meetings
(we've got two possible volunteers so far!) and other positions that need
filling. We'll settle in first and then discuss it but please consider
any of the following positions. The idea will be floated next week but
we'll keep the meeting light for the first one back in our old pub to let
people settle in.

4/10 - The campaign to exempt motorcycles from congestion charging is
gathering pace. When the Corporation of London revealed their anti
motorcycle feelings in the publication of their Unitary Transport Plan
earlier this year, they received 1900 responses of which 900 were from
bikers concerned about the Corporation's negative attitude to motorcycle
parking; and they were stunned! The huge postbag was in part due to the
utilisation of MAG's 'email army.' The email army is a body of individuals
who have internet access and are prepared to write to specified
destinations on request from MAG. There is no compulsion, 'recruits' can
pick the subjects they are interested in and MAG typically only sends out
requests every few weeks which are accompanied by key points to make and
target addresses. If you would like to help MAG out (you don't even need
to be a member!) then please email their robot HERE! See, you can make a
difference!

4/10 - Have you had problems with claims in the aftermath of an accident?
BSH is doing some digging into the way bikers are being treated by the
police post-accident. Their new young staffer recently had an accident, in
which the other party was at fault (a tractor pulled out on him), but the
local Essex
Constabulary have now apparently intimated that if he tries to claim
against the other party they will prosecute him for dangerous driving. A
very similar thing happened to another member of staff some years ago,
also involving Essex police. They are trying to find out if anyone else
has had problems with this sort of apparent 'blackmail', whether in Essex
or with other police forces, and whether there appears to be an active
anti-bike agenda (well, more than usual!). Please email them with your

5/10 - The war over lucrative drugs turf in Quebec which has claimed the
lives of 153 people is this week on an official ceasefire after the
members of the 2 warring clubs the Hell's Angels and Rock Machine held
their first face to face peaceful meeting in the 6 year war after the
latest pressure from police and other organised crime gangs. After the
shooting 2 weeks ago (see earlier news) in broad daylight of tabloid crime
reporter Michel Auger the day after his piece exposing the local bloody
biker gang war against the mafia ran in the Journal de Montreal newspaper,
the public bayed for the police to get heavy and stop the bloodshed.
(Auger survived and is recovering in intensive care.) The Quebec Premier
and the Public Security Minister have called for federal help. Specialist
gang investigations units from all over Canada, the US and Europe have got
in contact with the Criminal Intelligence Service of Canada asking for
information about the meeting. The CIS say the province is awash with
drugs and hope that the ceasefire will lead to a truce although they are
expecting a rise in petty crime with the clubs out of the way.

Gov't increases speeding fines
Speeding motorists are to be hit with bigger fines, government ministers
have announced.

Fines for motorists breaking the speed limit are to go up for the first
time
in eight years as part of a new strategy to reduce road deaths and injuries
by 40 per cent over the next 10 years.

Fixed penalties for speeding will go up to £60 and fines for parking
offences will also rise as police start enforcing the new charges, on
November 1.

Home Office minister Charles Clarke said: "It is estimated that excessive
and inappropriate speed is a major contributory factor in around a third of
all road accidents.

"We want to cut the unnecessary death toll on our roads, and fixed
penalties
act as an important deterrent to those motorists who are tempted to break
the law."

Last year in the UK 3, 423 people were killed on the roads and 39,122 were
seriously injured. Under the new strategy, the fine for speeding will jump
from £40 to £60, plus three points on the driver's licence.

Anyone parking on a red route in London faces a £60 fine, up from £40 and
other parking offences will attract a £40 fine (from £30) in London and £30
(from £20) elsewhere.

Motoring associations have called for revenue raised from the increased
fines to be ploughed back into road safety initiatives.

The AA said the £20 million per year which will be raised from the
increased
fines should all go towards road safety and bosses at the Royal Society of
Prevention of Accidents (ROSPA) welcomed the increases, claiming they were
an important step in the drive to reduce road deaths.

Police who splashed out £2.2 million on a brand new police helicopter
caught their first suspect this week - a chopper spotter.

The Suffolk force itching to scramble their new toy thought they were on
the brink of the helicopter's first arrest after spotting a man on a roof
following a burglary nearby.

Using thermal imaging equipment and super-powerful spotlights, the
eye-in-the-sky swooped down on the suspect in the Stoke Park area of
Ipswich.

But when the ground force descended on the scene, they discovered their
suspect was a local resident with a passion for helicopters. He told
officers he'd climbed onto the roof to get a better view..

Meanwhile, the burglar got away, the East Anglian Daily Times reports.

Dwight Yorke is to take delivery of a Reliant Robin.

The £12.6million Manchester United striker will be adding one of the
three-wheelers to his collection which already boosts a Ferrari Maranello
and a Mercedes.

Reliant have made an £11,000 Robin especially for Yorke and the bright
yellow car will come with leather seats and alloy wheels

Yorke is said to have dreamed of owning one of the three-wheelers ever
since coming to Britain from the Caribbean ten years ago, reports the Sun.

A company source said: "It's a souped-up beauty with loads of extras.
Dwight will be chuffed with it."

Yorke, 28, fell in love with the motors after almost being knocked down by
one when he left Tobago to play for Aston Villa.

He said: "I was walking down a street in Birmingham and I saw this
three-wheeled car coming my way. I thought it had lost a wheel and was out
of control because I'd never seen anything like it before in my life. I
remember diving into a load of trash cans. I thought the car was going to
kill me."

The 850cc mean machine will have a top speed of 102mph and can deliver 70
to 80 miles to a gallon of fuel.

Birthday boy Daniel Price has lost his claim for damages after a kissogram
smothered his groin in baby oil and then set it on fire.

The kissogram lit the oil which was supposed to give Daniel no more than a
warming sensation - but instead it burst into flames.

But his claim for damages from the firm, A1 Actiongrams, failed after a
judge ruled that the kissogram girl had disobeyed her employees and gone on
a "frolic of her own."

The 17-year-old's party turned into a flaming nightmare when kissogram
Rachel Prendergast, alias WPc Piddly pulled down his trousers, then doused
his privates in oil. Cheered on by guests she then whipped out a lighter
and
set fire to the oil as her party piece.

The lubricant acts as a barrier and is supposed to "give the punter a bit
of a shock" with a warming sensation, Ms Prendergast said. But the flames
licked Daniel's boxer shorts and he started to burn out of control sending
him into screams of agony.

"These huge blue flames came out of his boxer shorts. I thought he was
going to fry and I was too. It was absolutely terrifying," Ms Prendergast
said. "He was just a young guy on the verge of manhood and I almost
deprived
him of it. The pain must have been excruciating."

Daniel dashed around with his manhood on fire until a quick-thinking pal
threw beer between his legs, the Western Daily Press reports. He was rushed
from his home in Stroud, Gloucestershire to a specialist burns unit in
Bristol.

"It was terrifying, I shall never forget it as long as I live," Daniel
said. "It was supposed to be a great party for my birthday but it all went
terribly wrong."

Daniel's wounds turned out to be superficial and he did not suffer any
permanent injury.

Frank Tunbridge, director of Actiongrams, said Ms Prendergast no longer
works for the company. He said: "This will probably set a precedent for
companies if their staff are given instructions on what to do and take
matters into their own hands."

I don't know if any / all of you know one of our (Insane MCC) club members
called Mo - but she had an accident last Friday at 3.30 on the
"shoppenhangers lane" in Cox Green. Basically someone pulled out in front
of her, and she hit the drivers door, then bounced off the edge of the
roof. the bike is shafted. She has some spinal injury - precise details
unknown as yet. She has been transferred to Stoke Mandeville hospital.
She's in a serious condition and can't accept visitors.

Mo was one of the Insane MCC crowd that helped out at The Old Wolf Bike
Show in 1999. I remember her going round selling the last of the T shirts
(if that helps you remember her). I'll bring a card in on Tuesday for
everyone to sign from Windsor MAG.

Last Tuesday we set a date for our Christmas party. It will be on the 2nd
of December at The Flags so make a note and tell your chums.

50 Secure Motorcycle Parking Bays for Sandwell

As a direct result of the ground-breaking Sandwell Strategy for
Motorcycles bikers in the area are set to benefit from the installation
of 50 secure motorcycle parking bays in West Bromwich town centre.

Two of the main objectives of the Strategy were to reduce motorcycle
crime in Sandwell and to provide powered two-wheeler riders with an
adequate supply of safe and secure parking.

17 new anchor points are currently being installed, providing an
additional 38 secure motorcycle parking bays which compliment the
existing 12 spaces in the borough.

These new anchor points are located next to the disabled parking areas
thereby offering riders prime access to local facilities. All will be
free of charge and spread across the 7 car parks in West Bromwich.

Sandwell Motorcycle Forum were consulted about the number and location
of the devices and this is a prime example of the Strategy being
positively implemented. It is intended to sell advertising space on the
anchor points and to use the money raised for 'in-situ' signs, ''secure
motorcycle parking'', and to produce location maps and leaflets.

MAG Launches Bikers are Voters!

Operation Twistgrip, the campaign run by MAG in 1991-92, changed the way
that politicians addressed the concerns of motorcyclists at the 1992
General Election. In 1996-1997 MAG followed this successful campaign
with the launch of Bikers Are Voters and campaigned for policy change at
government level by targeting individual election candidates and seeking
their views on biking issues. The political parties were made to realise
that bikers had opinions which deserved to be listened to, had
grievances which needed to be addressed and had votes which they were
prepared to use.

The result was that the three main UK parties published mainly pro-
motorcycling policies and the new Government took motorcyclists' views
into account when it published its Integrated Transport White Paper.
Motorcycling is now regarded in a more positive light in Government
policy and motorcyclists' views are now considered at the very highest
levels of Central Government.

The next general election is now on the horizon and there is no
guarantee that motorcyclists will get the fair deal that they deserve
under the new legislature -- indeed, unlike the UK White Paper, many
policy statements still make no mention of motorcycling's role in
transport policy. In order to redress the balance we need to ensure that
before the election, every candidate knows about MAG, knows about
motorcycling, realises that we have real voting power and expects the
new Parliament to positively include motorcycling in future transport
policy.

We now have an ideal opportunity to influence the motorcycling views of
our future parliamentarians. Bikers Are Voters, is the campaign that
will reinforce the biking message during the forthcoming election
campaign.

We are asking every UK motorcyclist to put questions to candidates and
request answers. It is in the interests of the individual candidates
that they give firm specific commitments to those of us whose support
they seek.

The questions include reducing motorcycle theft, increasing provision of
secure parking, allowing motorcycles access to bus lanes, exemption from
congestion charging and reducing Vehicle Excise Duty.

I have tickets for the Wycombe MAG Xmas party. There will be two great
bands and food is included in the ticket price of 15 pounds. The party is
by invitation only. So far Insane MCC and Windsor MAG have been invited.
Any profit will go to help Mo of Insane MCC who has had a serious
motorcycle accident.

It was going to be fancy dress but they came to their senses and are
letting us off with a silly hat.

The venue is the Englands Rose in Postcombe. The date is the 9th of
December. Floor space is available for people who want to stay over.

So get your tickets at Wycombe or Windsor MAG meetings on Tuesday night.

Hi all,
for those that dont know me, I'm a memeber of insane MCC (a small
group in berkshire / bucks) - cutting a long story short, one of our
members businesses has gone bust - Lens Bike Breakers, Binders Yard,
Cryers Hill, Nr High Wycombe. ALL (and I mean all) of his stock has to
be removed in the next week - there are tons of things from forks to
frames to plastics. Its all free if you can take it away! Turn up with
a van / car / truck. Any donations will be gratefully recieved though!
